Who We Are: Lancaster Area Sewer Authority owns, operates, and maintains a public sewer system that serves more than 40,000 customers in 9 municipalities in Lancaster County. We have been serving our community for 50 years and strive to provide the highest quality of service at a reasonable cost. We are looking for an individual who is interested in our continued success.

Essential Duties and Responsibilities:

  • Supervise Accounting Manager and Billing & Customer Service Manager in the performance of operational duties and responsibilities.
  • Manage and oversee all finance functions including payroll, accounts payable and accounts receivable; plan, coordinate, develop, and administer business functions of the Authority, including cash management, billing, financial record keeping, budget preparation, rate setting, and purchasing.  Monitor cash flow and day-to-day financial transactions.  Ensure compliance with generally accepted accounting principles.
  • Participate in Labor negotiations. 
  • Relationship with Board of Directors and outside entities
  • Grants and grant administration
  • Investments: Meet with investment advisors to discuss investment options and to review and recommend investment options; prepare long range planning documents and direct forecasting and programming of funds.
  • Oversee insurance procurement, monitoring claims reporting for automobile, workers compensation, health, etc.
  • Job Type:  Full-time – Dayshift – in-office.  8:00 am – 4:30 pm M-F

Education/Experience:

  • Any combination of education and experience, which indicates possession of the skills, knowledge and abilities listed above.  An example of acceptable qualifications for this position is completion of a bachelor’s degree in finance, business accounting, or related field such as Public or Business Administration with emphasis in accounting or finance, and at least 5 years of progressive experience in finance or accounting, preferably within the public sector.  A  master’s degree and auditing background are desirable.

Required Licenses/Certifications:

· At time of hire, valid PA Driver’s License, Class C, and ability to meet and maintain eligibility for inclusion under LASA’s vehicle insurance policy, CPA certification is optional.  Excellent benefits package.
