ACCOUNTING MANAGER

REPORTS TO:  FINANCE DIRECTOR

FLSA STATUS:  NON-EXEMPT (Eligible for overtime)

 

NATURE OF WORK

This is specialized clerical work dealing with the maintenance of accounting and fiscal records.

The Accounting Manager works under general supervision with technical problems or matters deviating from established patterns referred to the Director of Finance.  The work of the Accounting Manager involves some judgement for the proper payment and recording of invoices.  Work is reviewed by the Director of Finance through verification of financial records and statements.

 

ESSENTIAL JOB FUNCTIONS

  • Prepares electronic integration for vendors, payables, and payments. Maintains payment registers, files and reports. 
  • Responsible for day-to-day operations of the finance cooperative, including scheduling of assignments, ensuring agreed deadlines are met and provide redundancy for cooperative personnel.
  • Assists with the maintenance of general ledger, monthly, quarterly and year-end journal entries; budgetary accounts; report development; and changes for all accounts and funds within the accounting system. 
  • Maintains vendor files including business verifications and credit applications.
  • Ensures compliance with finance and municipal purchasing guidelines.  Maintains and assists with development of finance policies.
  • Reviews and completes purchase orders in accordance with municipal purchasing policies.
  • Maintains account receivable files and maintains A/R status report.
  • Maintains office supply inventory for certain departments.
  • Researches and prepares annual unclaimed property reporting to the Commonwealth.
  • Maintains various analysis.
  • Supports Finance Director in special projects.
  • Performs all other work assigned.

 

REQUIRED KNOWLEDGE AND SKILLS

  • Knowledge of bookkeeping principles and procedures.
  • Knowledge of office practices, procedures and equipment.
  • Knowledge of municipal purchasing and internal control policies and procedures.
  • Compute and tabulate rapidly and accurately.
  • Understands and carries out complex written and oral instructions.
  • Strong computer skills, especially Microsoft Excel and Word.

 

REQUIRED EDUCATION, TRAINING AND EXPERIENCE

  • Minimum of two-year college education from accredited institution with courses in accounting principles; Bachelor’s degree preferred.
  • Three years’ experience in finance office, with preference in accounts payable.

 

ESSENTIAL PHYSICAL JOB FUNCTIONS

  • Operates a variety of standard office equipment, including a personal computer and calculator that requires a continuous and repetitive eye and hand movement.
  • Employee is regularly required to sit at a desk for long periods of up to 2 to 4 hours or more.
  • Tasks may occasionally entail walking, standing, stooping, reaching, and lifting objects between 5-25 lbs.
  • Employee is regularly required to talk or hear, in person, and by telephone.
  • Common eye, hand and finger dexterity is required for most essential functions.
