About SHACOG

The South Hills Area Council of Governments (SHACOG) is a Pennsylvania non-profit corporation operating exclusively on behalf of municipal governments under the Pennsylvania Intergovernmental Cooperation Law. SHACOG serves 22 member municipalities across approximately 223 square miles, representing a population of over 330,000 residents.

With oversight provided by a Board of Directors composed of appointed representatives from each member municipality, SHACOG administers a range of regional cooperative programs and services to improve efficiency and enhance public service delivery.

 

Position Summary

SHACOG is seeking an experienced and visionary Executive Director to serve as its chief operating officer. Reporting directly to the Board of Directors, the Executive Director will lead day-to-day operations, strategic planning, financial oversight, intergovernmental coordination, and program implementation for the organization.

The successful candidate will demonstrate a deep understanding of municipal government operations, exceptional leadership and communication skills, and the ability to effectively manage complex multi-municipal programs and initiatives and foster strong relationships with a diverse group of individuals.

 

Key Responsibilities

In accordance with SHACOG by-laws and strategic goals, the Executive Director will:

  • Serve, ex officio, as Corporate Secretary and Treasurer
  • Oversee all SHACOG operations, programs, and personnel
  • Maintain financial records, prepare and administer the annual budget
  • Draft meeting agendas, attend and record proceedings of all Board meetings
  • Develop and implement policies, projects, and programs approved by the Board of Directors
  • Identify, research and present opportunities to expand the services offered to participating communities and related financial impacts.
  • Maintains oversight of SHACOG website.
  • Collaborate with and support advisory committees, including:
    • Administrative Advisory Committee
    • Police Chiefs Advisory Committee
    • Fire Chiefs Advisory Committee
    • Public Works Advisory Committee
  • Administer and manage key programs, such as:
    • SHACOG Purchasing Alliance
    • Cooperative Emergency Response Programs – Police & Fire
    • Joint Police Testing Program
    • Joint Bidding Programs (Solid Waste, Sewer Maintenance)
    • Sewer Vactor and Camera Van Program
    • Community Development Block Grant Program
    • Allegheny County Blight Removal Program
    • Telecommunications Franchising Authority
  • Prepare and administer grant applications
  • Serve as liaison to external government agencies
  • Act as SHACOG’s Right to Know Officer
  • Manage special projects and other duties as required

 

Qualifications

Required:

  • Master’s degree in Public Administration or a related field
  • A minimum of 7 years of progressive municipal government experience, including 4 years in a management role
  • Proven skills in leadership, budgeting, financial management, and intergovernmental relations
  • Strong grant writing and administration experience
  • Excellent verbal, written, and interpersonal communication skills
  • Experience in writing technical specifications
  • Familiarity with Pennsylvania municipal purchasing regulations

Additional Requirements

  • Valid Pennsylvania Driver’s License and satisfactory driving record
  • Ability to travel to meetings and events during and outside normal business hours
  • Willingness to work extended hours as necessary

 

Work Environment & Physical Demands

  • Standard office environment with frequent use of computers and other office equipment
  • Occasional lifting (5–25 lbs.), standing, walking, and reaching
  • Extended periods of sitting, including during meetings (2+ hours)
