POSITION TITLE: Finance Director

GENERAL DEFINITION :

General purpose of this position is to serve as the administrative head of the Township Finance

Department. The Employee has the responsibility for making difficult financial management and

technical decisions. The work associated with this position requires thorough knowledge, skill,

and ability in every phase of municipal financial management and a well-versed understanding

of the administration of all municipal functions.

TYPICAL DUTIES :

  • Direct and manage the operations of the Finance Department, including staff supervision and development.
  • Oversee all Township financial transactions, purchases, and cash management functions.
  • Develop, manage, and balance annual operating and capital budgets for all Township funds.
  • Prepare accurate and timely monthly, quarterly, and annual financial reports for Township leadership, state, and federal agencies.
  • Manage, coordinate and supervise annual independent audits of Township and Authority funds.
  • Administer pension funds, debt service, investments, and escrow accounts.
  • Maintain compliance with Generally Accepted Accounting Principles (GAAP), Governmental
  • Accounting Standards Board (GASB) requirements, and all applicable laws and regulations.
  • Evaluate and enhance internal financial controls and accounting systems to ensure efficiency,
  • accuracy, and security of financial data.
  • Oversee payroll and financial aspects of human resources administration.
  • Monitor collective bargaining agreement obligations related to finances.
  • Provide financial forecasting and analysis to support decision-making by the Township Manager and Board of Supervisors.
  • Attend public meetings, budget hearings, and other events as required.
  • Analyzes departmental activities and business processes and procedures with the goal of determining compliance with Township policies, highlighting organizational challenges and recommending solutions.
  • Oversee investment and grants management, revenue collection, risk management, pension administration, investment management, centralized purchasing and contracting and compliance auditing.
  • Evaluates and assists in the administration of financial management programs such as centralaccounting and financial reporting, budgeting, debt administration, cash management, internal and external auditing, centralized purchasing, payroll, developer escrow management, real estate tax billing, occupational privilege, mercantile and business privilege taxation, and accounts payable and receivable.
  • Performs various financial studies and analyses for use by management and Township Boards and Authority.
  • Supervises monthly and year-end closing, including the preparation and review of journal entries, bank reconciliations, and general ledger.
  • Prepares, reviews, and analyzes monthly and year-end financial reports to track revenue, expense, and general ledger activity is in accordance with budget.
  • Post-award grant financial administration and management.
  • Administers payroll and financial aspects of human resources.

Qualifications

• Bachelor’s degree in accounting, Finance, Public Administration, or related field (CPA or MPA preferred). • Minimum 10 years of progressively responsible experience in municipal finance, with at least 5 years in a leadership role. • Strong knowledge of governmental accounting, internal controls, and public budgeting. • Excellent communication, analytical, and problem-solving skills. • Ability to qualify for a surety bond.
