Job Description:
Upper Allen Township supports over 24,000 residents with services that affect their everyday lives. We’re seeking a dynamic, people-oriented professional to serve as Township Manager. This strategic, engaged executive will help us build and maintain a sustainable community where every resident can thrive. This is a high impact leadership position responsible for overseeing the daily operations of the Township and executing the vision and policies of the elected Board of Commissioners.
The ideal candidate is an outgoing, service-minded leader who values transparency, efficiency, and innovation in municipal operations. This individual will serve as the face of the organization, cultivating strong relationships with staff, residents, and regional partners while championing modern approaches to essential public services.
Key Responsibilities:
- Directs and supervises all Township departments, excluding Police.
- Implements Board of Commissioners’ decisions and Township policies.
- Oversees budget development, monitors fiscal performance, and ensures regulatory compliance.
- Hires consultants and experts with Board approval.
- Develops, interprets, and communicates administrative policies, operating plans, and ordinances.
- Provides guidance on budget, programs, and regulatory changes.
- Attends Board and public meetings; presents on behalf of the Township.
- Keeps staff and the Board informed on legislative developments and Township matters.
- Orients new Board members and fosters strong internal collaboration.
- Makes community presentations and participates in outreach efforts.

Minimum Qualifications:
- Bachelor’s degree in Public Administration, Business Administration, or a related field; Masters preferred.
- At least five (5) years of progressively responsible experience in the public sector, including:
- Two (2) or more years in the following areas: financial management, budgeting, purchasing, computer operations, planning, or personnel management.
- At least two (2) years of supervisory experience.
- Equivalent combinations of education and experience will be considered.
