General Summary
The Finance Director is a key member of the Borough’s administrative team, responsible for managing all technical and administrative aspects of municipal finance. This includes accounting, budgeting, payroll, procurement, and financial reporting. The position also supports human resource functions and assists the Borough Manager with strategic planning, policy development, and key administrative projects.
Essential Functions
Financial Management
- Maintains all financial records in accordance with governmental accounting standards (GAAP and GASB).
- Prepares journal entries, trial balances, and fund reconciliations across all Borough accounts.
- Manages daily cash balances and deposits; reconciles receipts and bank statements.
- Prepares monthly, quarterly, and annual financial reports, including revenue and expenditure summaries.
- Oversees and verifies biweekly payroll and coordinates with third-party payroll providers.
- Supports accounts receivable and related billing duties as needed.
- Coordinates the annual audit and prepares supporting documentation.
- Files mandatory reports to agencies such as PennDOT, DCED, and the Auditor General.
Budgeting and Planning
- Assists the Borough Manager in developing the annual operating budget.
- Participates in long-range financial and capital planning efforts.
- Prepares and analyzes data for special projects, grant applications, and policy initiatives.
Human Resources & Benefits Administration
- Maintains personnel records, including performance evaluations and benefits enrollment.
- Coordinates employee benefits, including health insurance, retirement plans, workers’ compensation, and unemployment.
- Serves as liaison with benefit administrators and assists with regulatory reporting requirements.
Administrative and Operational Support
- Attends Borough Council meetings and prepares official meeting minutes.
- Manages records retention and disposition in accordance with state and local requirements.
- Provides general administrative and technical support to the Borough Manager.
- Maintains Borough website and social media pages to share public information.
- Prepares newsletters, notices, and informational materials for public distribution.
- Serves as Assistant Right to Know Officer.
- Performs other duties as assigned.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; or an associate degree with five (5) years of progressive accounting experience.
- Minimum of two (2) years of experience with automated accounting, budgeting, and financial systems.
- A minimum of three (3) years’ experience in municipal administration or a related field is preferred.
- Must be eligible to be bonded.
Knowledge, Skills, and Abilities
- Proficiency in Microsoft Word, Excel, and Outlook; advanced proficiency in QuickBooks required.
- Strong knowledge of accounting principles and public sector financial practices.
- Ability to prepare accurate financial statements, analyze data, and present reports.
- Familiarity with municipal budgeting, procurement, and auditing standards.
- Excellent organizational, problem-solving, and communication skills.
- Ability to manage multiple tasks and adapt to changing priorities in a dynamic work environment.
- Must be capable of sitting and working at a computer for extended periods.
- Ability to lift or move up to 15 pounds.
