Job Description:

The Township of Shaler, population approximately 29,700, a well-established First-Class
Township in western Pennsylvania north of Pittsburgh, seeks applicants for the position of
Township Manager. Managerial responsibility includes administration of all departments
including a 27-member full time Police Department, 23-member Public Works Department
including a 3-member Parks and Recreation crew and 3-member Sanitary Sewer crew as well as
all administrative duties for a First-Class Township. The Township is governed by a 7-member
Board of Commissioners. The annual General Fund Budget is $16,500,000.

General Purpose: Under administrative direction of the Board of Commissioners, serves as the
Chief Administrative Officer responsible for the analysis, development, implementation and
coordination of all Township policies and programs; directs the activities of the departments, and
assures compliance of all Township departments activities with Township goals.

 

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed
by all employees in this classification, only a representative summary of the primary duties and
responsibilities. Incumbent(s) may not be required to perform all duties listed and may be
required to perform additional, position specific duties.
• Serves as of the Township, principal advisor to the Board of Commissioners, and Secretary
of the municipal corporation; directs Township operations; exercises independent
judgment within broad policy guidelines; evaluates and analyzes issues, and recommends
and implements solutions; identifies and monitors goals and objectives; assures effective
communication of actions required to meet the needs of internal and external customers.
• Develops and directs strategies to meet Township goals and objectives; interprets concerns,
defines desired results, develops solutions, determines scope and priorities of programs and
special projects; evaluates Township needs, determines service requirements and goals,
and assures the efficient delivery of high quality public services.
• Meets regularly with Department Directors to provide direction and guidance; analyzes
and evaluates issues and proposals, and directs the implementation of solutions.
• Monitors organization and operations; develops and approves recommendations for
improving Township operations and processes; assures that strategic goals are reached.
• Provides leadership, direction and coaching to employees; effectively addresses personnel
issues in order to promote a productive and healthy work environment.
• Plans, coordinates, and directs operations; assures that program objectives and standards
are defines, attained, communicated, and congruent with the overall goals of the Township;
interprets and authorizes exceptions to standard policies and procedures; develops systems
and standards for program evaluation; negotiates agreements and signs contracts, financial
and legal documents, and official reports and correspondence.
• Maintains the integrity, professionalism, philosophies, attitudes, values and intentions of
the Township by assuring that all rules and regulations are followed.
• Management of unionized bargaining groups, including public works and police and
responsible for negotiating collective bargaining agreements and dealing with all labor issues.
