Job Description:
Manages, oversees and distributes approximately 520 million IDEA B federal grant for Local Education Agencies (LEA) and early intervention programs to implement a Free and Appropriate Public Education for students with disabilities in the Commonwealth.
• Manages, oversees and distributes state special education funding for Pennsylvania’s public schools, non-public schools and early intervention programs.
• Manages, oversees and distributes state allocated contingency funding to eligible LEAs.
• Manages, oversees, and distributes School-based Medical Assistance Access reimbursement fund with an annual yearly balance of approximately 300 million dollars.
• Coordinates statewide fiscal monitoring and oversight to ensure expenditures are compliance with federal uniform grant guidance.
• Directs, supervises and manages the work of professional, para-professional, and clerical staff by establishing priorities and program objectives, assigning and reviewing work and training and evaluating employees.
• Oversee staff in the statewide collection and reporting of necessary data for mandated state and federal reporting.
• Management of electronic databases for reporting such as Egrants, ASPEM, SEDR, and all PDE internal budget systems.
• Oversees and directs staff for statewide implementation of Federal SPEL Grant
• Oversees and directs staff for statewide implementation and Keystone Telepresence grant
• Conducts, assigns and has oversight of Intermediate Unit federal IDEA subgrantee fiscal monitoring reviews to ensure compliance with state and federal uniform grant guidance and other applicable regulations.
• Oversight of federal grant monies and collaboration with the Office of Child Development and Early Learning.
• Coordinates the process of the annual IDEA-B 611 & 619 Auditor General’s Single Audit.
• Management and supervision of staff to execute the fiscal functions of the SAP and Financial Account Information (FAI) systems.
• Assigns work through dissemination of tasks from weekly bureau management team meeting, individual meetings with staff, and through written requests from the bureau director and/or assistant bureau director.
• Reviews work of subordinate staff. Approves/disapproves requests for leave.
• Conducts employee interviews. Completes Employee Performance Reviews. Administers discipline when necessary.
• Manages and directs statewide system for special education data management and public reporting in Pennsylvania.
• Assesses the overall effectiveness of state and federal mandated and non-mandated special education programs and their administration to determine the need for program improvements and the revisions of methods of delivery of program services for intermediate units, school districts, charter schools, approved private schools, and chartered schools for the deaf and blind.
• Oversee the development, management, and reconciliation of financial information, files, and records for the purpose of ensuring the accuracy and compliance with established policies, regulatory guidelines, and contractual obligations
• Manages and oversees Act 16 Reporting of Expenditures Relating to Exceptional Students
• Responsible for the development of the design to review special education programs, specifies the observations to be made; the data to be collected and the kind of analysis to be performed.
• Manages the analysis of special education programs to determine the need for improvements.
• Manages the collection and analysis of data relevant to the evaluation of program and budget effectiveness; ensures the application of sound mathematical and systems methods to analyze program data; and oversees the compilation of final reports.
• Manages and oversees the program and compliance data and data collection for state and federal reporting purposes required for federal reporting.
• Administers the IDEA 611 School Age LEA Program Narratives, Administrative, and Fiscal Guidelines.
• Train staff to ensure compliance with generally accepted accounting principles and standard fund accounting practices of the Commonwealth and Federal Grant Guidance
• Act as a liaison for the purpose of facilitating and coordinating communication and workflow with Office of Budget, Comptrollers and Procurement serving in an administrative capacity to fulfill contractual requirements for the BSE
• Direct and implement annual review of BSE fiscal/operations policies and updating procedures and directives on an ongoing basis
• Directs and coordinates the completion of PDE required Spend plans for all fiscal areas.
• Directs and coordinates the preparation of annual IDEA budget, discretionary budgets, and program revision requests for special education programs by working with the Director and Assistant Director to ensure funding requests are prepared in a manner that reflects the financial needs of the program. This may include solicitation of services.
• Directs the Approved Private School (APS) funding and data reporting processes including the replacement of the APSEM data base, working with outside contractor to make improvements to the system, test, and train all BSE staff, LEA staff, and APS staff in new procedures and system.
• Directs and coordinates the monitoring, budgeting, and payments of the APS and the Chartered Schools for the Deaf and Blind.
• Ensures written fiscal management policies are current, comply with federal laws, and consistently followed.
• Ensures fiscal team collaborates and work is integrated among positions as well as serves as the lead for all things connecting BSE to PDE and other state offices for fiscal purposes.
• Provides training and communication to the field regarding fiscal best practices and compliant practices.
• Compile financial data and reports for internal and external departmental needs and analysis.
• Possesses knowledge of and keeps up to date with Uniform Grant Guidance from the federal government.
• Responsible for coordinating with internal and external state offices to implement workflow changes to improve efficiency
• Maintain confidentiality at all times
