Director of Finance

 

POSITION SUMMARY: This is a department head position that reports directly to the Borough Manager.  Under the direction of the Borough Manager, this position performs work and manages the staff and processes in the areas of finance, tax collection, and parking, including financial information systems and customer service. The position provides oversight of the general ledger, develops and prepares the annual budget, advises on investments, provides for long term capital planning, leads the audit review process, and manages fixed assets inventory. The work of the Director of Finance is reviewed through meetings with the Borough Manager and by independent audits.

 

The position requires a solid understanding of the ongoing changes and legislative requirements impacting local government and the ability to analyze the short-term and long-term financial impacts to Carlisle Borough including how to leverage grant funding. The incumbent must establish and maintain financial quality and process controls and must uphold high standards of customer service and staff accountability. Public presentations are required, so the incumbent must have the ability to communicate technical information to non-technical audiences, both verbally and in writing, in a variety of settings. 

 

Work is performed in accordance with the dictates of the Governmental Accounting Standards Board (GASB), as well as in accordance with Borough operating policies and procedures, with the employee expected to exercise considerable independence in developing work methods. The employee is expected to exercise professional and administrative judgment in initiating, planning, and organizing work. Work actions or policy matters are reviewed with the Borough Manager before implementation.

 

The Director of Finance provides exceptional customer service and is expected to uphold the public interest and advance the vision set forth by the Borough and community.

 

ESSENTIAL DUTIES & RESPONSIBILITIES:  The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.

 

  • Responsible for supporting and carrying out the Borough vision, mission, and strategic initiatives through the coordination, planning, and evaluation of Finance functions which include:

 

  • Budgeting and Finance
  • Tax Collection
  • Utility Billing
  • Accounts Payable and Receivable
  • Audits and Reporting
  • Parking Permits and Leasing
  • The daily delivery of these services
  • Borough compliance with environmental regulations

 

  • Serve as financial advisor to the Borough Manager; establish accounting and financial controls for Borough functions; lead and direct short- and long-range financial planning; participate in strategic planning; gather, interpret and prepare data for studies, reports, and recommendations.
  • Provide day-to-day oversight of the General Ledger including accounts receivable, accounts payable, fixed assets, utility billing, cash management; ensure proper review of entries and invoices submitted by departments; ensure reconciliation of accounts for accuracy and conformance to laws; respond to questions, advise on policy and procedure, assist with non-routine account reconciliation matters, and promote customer satisfaction.
  • Manage people and processes in areas of finance information systems within the Finance Department; ensure efficiency and quality in delivery of customer service; supervise accounting and parking staff, including motivating, developing, training, coaching, mentoring, disciplining, and evaluating; makes recommendations regarding hiring and termination of staff; delegates and assigns workload.
  • Coordinate and prepare the annual budget; collaborate with the Borough Manager to create quarterly and annual budget presentations; calculate budget requirements and projections for revenue, personnel, and operational needs; distribute core budget figures to departments and solicit budget requests; consolidate information from departments, perform technical review to analyze trends; recommend changes in revenue rates and expenditures; finalize budget format for public inspection,; prepare or direct preparation of ordinances and resolutions; establish systems of internal controls and plan for and coordinate implementation.
  • Facilitate development of long- term budget plan; analyze current and past budgets, forecast future trends, recommend effective system for setting up and tracking accounts.
  • Lead audit review process, coordinate information and compile documentation for Auditors and proof final report; prepare annual and periodic reports on financial forecasts, surveys, and funding applications; prepare presentation for the public; ensure the annual audit is completed timely and reports are filed with the Pennsylvania Department of Community and Economic Development and Borough Council.
  • Assist the Borough Manager with collective bargaining agreement negotiations; prepare costing proposals, analyze data, recommend modifications to contract language.
  • Participate as a member of senior management to accomplish short term and long-range planning, address Borough-wide policy and issues, and promote inter-departmental cooperation.
  • Coordinate and reconcile the collection of real estate taxes on behalf of the Carlisle Area School District, Cumberland County, and the Borough of Carlisle; file reconciliation reports as required.
  • Oversee and assist with Parking Operations including implementing new initiatives that support Borough Council goals.
  • Maintain confidentiality of finance and personnel information.
  • Perform other duties as assigned.

 

 

MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA:  An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:

 

  • Bachelor’s degree in Finance, Accounting, Public Administration or related field.
  • Minimum of 7 years of experience in progressively responsible financial management positions, preferably in government.
  • CPA is desirable but not required; a sufficient combination of municipal experience and other credentials may be considered.

 

KNOWLEDGE/SKILLS/QUALITIES:  The ideal candidate will possess the following:

  • Comprehensive knowledge of public finance laws and regulations.
  • Comprehensive knowledge of management principles and practices, including budgeting, public relations, customer service, strategic planning, and personnel management.
  • Comprehensive knowledge of accounting and budgeting principles and practices applicable to local governments (GASB). 
  • Thorough knowledge of integrated software for fiscal management.
  • Thorough knowledge of Borough policy and procedure.
  • Thorough knowledge of supervisory principles.
  • Ability to engage authentically with a wide range of stakeholders and various racial, ethnic and socioeconomic communities.
  • Knowledge of project management, procurement, and contract administration principles and practices.
  • Presents a positive image and attitude on a daily basis.
  • Leadership and management skills to efficiently organize, direct, and coordinate the activities of the various Finance Department operations.
  • Knowledge of municipal administration, management principles and practices.
  • Ability to organize, coordinate, and schedule employees to achieve the department’s short-term and long-term goals.
  • Ability to forecast future operations, maintenance, and capital improvement needs and develop programs to respond to those needs.
  • Ability to communicate effectively verbally and in writing, prepare reports, and present to Borough Council.
  • Ability to deal courteously and respectfully with citizens and to carry out the responsibilities of the job with tact and diplomacy.
  • Ability to delegate, supervise, and manage a variety of projects at one time.
