GENERAL SUMMARY: Under the general direction of the Township Manager, serve as chief financial advisor to the Township, manage all financial transactions including Accounts Payable, Accounts Receivable, payroll, and escrows. Supervise one administrative support staff; develop annual township operating and capital budget; oversee employee pay and benefits; Perform duties of Human Resource Officer and assist with Onboarding and recruitment of new employees: analyze financial data and prepare financial reports; development of long-term budget and forecasting, respond to Right-to Know requests.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  1. Maintain General Ledger including accounts receivable, accounts payable, fixed assets, and cash; verify and post deposits and journal entries; review reconciliation of accounts for accuracy and conformance to laws; respond to questions, advise on policy and procedure, assist with non-routine account reconciliation matter and benefits claims.
  2. Oversee employee pay and benefits programs; prepare or ensure preparation of employee payroll; submit payroll taxes and related reports; track pension contributions; maintain employee payroll files; prepare disbursements for payroll deductions, i.e., union dues and wage garnishments. Work with 3rd party vendors to resolve employee questions/complaints regarding employee benefits.

 

  1. Prepare financial reports and monitor budget data, receipts, and expenditures; follow up with departments where concerns arise; summarize and forecast financial activity in areas of revenue, expenses and earnings; prepare government mandated reports, e.g., prepare state report to include budget documents and state reimbursement received by Township; prepare statistical and financial data for review and analysis during contract negotiations.
  2. Prepare accounting and financial reports for Council.

 

  1. Provide for internal controls and protocol to ensure integrity of financial operations; confer with service providers and internal and external advisors to arrive at solutions to improve work processes; ensure proper training of staff and transfer of knowledge regarding budget and financial controls.

 

  1. Plan for coordination and preparation of annual Township budget document; develop budget calendar, calculate budget requirements and projections for revenue, personnel and operational needs; consult with Township Manager and distribute core budget figures to department managers; perform technical review to analyze trends; recommend changes in revenue rates and expenditures; finalize budget format for public inspection, prepare, or direct preparation, of state and federal reports, and ordinances and resolutions.
  2. Review Township employee programs and services in the area of benefits, insurances and pensions; provide updates to actuary; coordinate audits; calculate funding requirements and prepare certifications; prepare and review eligibility lists for benefits payments; research and address emerging issues with Township Manager; develop requests for proposals, meet with providers and recommend awards that best meet Township needs.
  3. Oversee third party administration of health care benefits; ensure benefits are aligned with contract requirements, assist with cost containment efforts for employee benefit programs and cost allocations for departments; respond to concerns expressed by employees regarding coverages; resolve problems with billing or related areas.

 

  1. Provide for insurance coverage and security of property and facilities; review inventory and analyze insurance contracts to ensure appropriate and complete coverage.

 

  1. Assist with development of the Township’s long-term capital improvement plan and identify funding sources; prepare financial reports and studies to aid good decision-making; advise management on investments and loans for short- and long-range financial plans; evaluate need for procurement of funds and investment of surplus; compile documentation for Auditors and proof final report; prepare annual and periodic reports on financial forecasts, surveys, and funding applications.

 

  1. Assist in the preparation of request for proposals, awarding of contracts and monitoring of procurement requirements according to Township policy and the Home Rule Charter.

 

  1. Lead audit review process; coordinate information and compile documentation for auditors and proof final report; draft the Management Discussion and Analysis (MDA) section; prepare annual and periodic reports on financial forecasts, surveys, and funding application; prepare presentation for the public; ensure the annual audit is completed timely and reports are filed with the Pennsylvania Department of Community and Economic Development.

 

  1. Prepare financial reports for State agencies and Pension administration, e.g., Liquid Fuels Fund Use, Pension MMO calculations, Public Utility Realty, Taxes, Pension AG385 report for State Aid, Act 205 Pension filings.

 

   15.  Complete all Right-to Know Requests in conformance with applicable laws  

 

    16.         Other duties:

  1. Assist with labor contract negotiations including costing out of union proposals and management offers.
  2. Stay abreast of development in applications of information technology to municipal finance.
  3. Analyze financing options for capital equipment, infrastructure improvements via purchase, lease/purchase, loan, bond issue, etc.
  4. Assist with emergency management protocol and implementation.
  5. Assist with Township-wide loss control management.

Education/Employment: Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable training and education is completion of a bachelor's degree in accounting and five years (5) of related work experience, with at least (2) years of supervisory experience, or the equivalent in combined education and experience. Municipal Finance experience preferred but not required.

  • Thorough knowledge of banking and investment strategies.
  • Thorough knowledge of fund accounting.
  • Thorough knowledge of supervisory principles.

Salary Range $90,000 - $110,000 DOQ

 

Working Conditions:

Work is generally performed alone in an office environment but may involve frequent interruptions. Work occasionally involves responding to angry or upset people.
