Session Title: The PARS OPEB Trust Program

Presenter: Kathryn Cannie, Vice President of the East Region, PARS

Description: Join us for a dynamic morning of insights, networking, and time on the course!

The day begins with registration at 8:30 AM, offering time to connect with fellow attendees over coffee. From 9:00–10:30 AM, we’ll feature an engaging presentation by Kathryn Cannie, Vice President of the East Region at PARS, a national firm. Kathryn has been with PARS for nearly 12 years and has served as East Region Vice President since January 2024. She brings extensive leadership experience and industry knowledge, along with a B.A. from Sweet Briar College and an M.A. in Political Management from The George Washington University.

Following the presentation, we’ll transition from the meeting room to the fairway, with golf teeing off at 11:00 AM. Enjoy continued conversation and networking in a relaxed outdoor setting.

Government Member Early Bird Registration before March 20 - $450
Associate Member Early Bird Registration before March 20 - $475
Non-Member Registration - $575


Location: Lancaster Marriott at Penn Square, 25 S Queen St., Lancaster, PA 17603

Hotel Reservations: GFOA-PA has reserved a room block at the Lancaster Marriott. The room rate is $165/night + taxes, fees and hotel services charge. The deadline for guaranteed discounted reservations is April 3, 2026. Make your reservation here. Please note credit cards are charged a one night's advance deposit including tax at the time of booking a reservation.

If you prefer to speak to a Reservation Agent, please call the Lancaster Marriott Reservation office at 717-239-1600 and ask for the room block for the Government Finance Officers Association of Pennsylvania Annual Conference. Please note if you need to cancel your room reservation, you need to cancel three days in advance to avoid any fees.


Cancellation/Refund Policy for attendees only:
GFOA-PA has a staggered cancellation/refund policy: 
  • 100% refund on 2026 Annual Conference cancellations made on or before March 27, 2026.  
  • 50% refund on 2026 Annual Conference cancellations made March 28 – April 15, 2026. 
  • No refunds on cancellations made on or after April 15, 2026. 
Please note that canceling your Annual Conference Registration will not cancel your hotel reservation. Please contact the hotel directly to avoid unwanted charges if you must cancel your room reservation.
